What happens next?

The East Herts District Plan and Concept Framework evidence base marks the first step in the planning process for development at the Gilston Area.

Before any homes can be built on site, the developers will have to submit and obtain planning permission which is likely to follow these steps:

  • Submission of an outline planning application;
  • Preparation of Village Masterplans; and
  • Submission of Reserved Matters Applications and/or Detailed Planning Applications.

East Herts District Plan and Concept Framework

The emerging East Herts District Plan sets out the planning framework for development across the district to 2033 and beyond. It allocates the Gilston Area for the delivery of 10,000 homes and associated facilities. The Gilston Area Concept Framework acts as an evidence base document to the District Plan, summarising the characteristics of the site and identifying strategic principles for any future development of the site.

Outline Planning Application

Outline Planning Application

Any outline planning application will need to respond to the policies of the East Herts District Plan, having regard to the Concept Framework, and demonstrate how its strategic principles will be implemented in practice. It will set a guiding vision and confirm commitments around infrastructure delivery, the maximum number of homes, the provision of open space, design quality and approach, and long-term Governance arrangements.

Village Masterplans

Village Masterplans

Adhering to the principles in the outline planning application, each masterplan will fix the location of key village components such as the primary road, the main open spaces, the location of primary and secondary schools, key cycling and pedestrian links etc. This stage enables engagement on the next tier of design work and provides a structure which each village of development will need to conform.

Reserved Matters Applications and/or Detailed Planning Applications

Reserved Matters Applications and/or Detailed Planning Applications

The reserved matters and/or detailed planning applications process is the mechanism for submitting detailed designs for individual buildings or types of building. These applications will need to be in accordance with the approved Village Masterplan and will provide full and final details on the buildings that will be constructed on the site.
